| "New" Marine Terminal Operations 2002 Training Course Oil & Hazardous Material Facilities 2 Day Course This is a two-day training course that is essential for marine terminal personnel. All applicable marine terminal regulations (current & proposed) and policies pertaining to marine transfer operations and spill contingency planning will be discussed. Attendants will receive a solid foundation of the requirements for oil & hazardous material facilities and transfer operations as outlined in 33 CFR 154 & 156. BSI's expansive experience within the marine transportation industry uniquely provides us with the ability to present sensible management solutions that are derived from operational experience. The topics presented during this training course will provide companies with the information necessary to meet current and proposed compliance requirements more economically while maintaining the highest level of safety. Training Certification: Certification of training will be given to each attendant that scores at least 70% on the final examination. Hazardous Substance Facility Response Plans The multi-agency requirements to develop Hazardous Substance Facility Response Plans are imminent. The Coast Guard and EPA have presented proposed regulations based upon the mandate outlined in the Oil Pollution Act of 1990. These proposals along with "Lessons Learned" from oil contingency planning strategies will be presented during this course.Marine Terminal Safety Regulations 29 CFR 1917 provides for the safety of employees at marine terminals. However, a provision in 29 CFR 1917 (a)(1)(i) exempts "facilities that are used solely for the bulk storage, handling and transfer of flammable, non-flammable and combustible liquids and gases." Therefore, this provision exempts waterfront facilities that solely transfer oil, hazardous materials, liquefied hazardous gases, and liquefied natural gases. In the interest of their employees, companies that operate these types of facilities must develop appropriate site-specific safety standards. These standards are developed through job hazard assessments. Attendants will receive instruction on conducting these assessments and what standards are appropriate for marine terminals.
